Friends of Giant Rock find ordinance change acceptable.In August of 2006 the San Bernardino County Supervisors enacted OHV Ordinance 3973. After hearing many arguments against the staging permit, which requires a $155 permit from the county applied for four to six weeks in advance by property owners who would have more than nine persons at their property for the purpose of riding an OHV, The supervisors agree that personal property rights and invasion of privacy may be an issue and agreed to look more deeply into the validity of a staging permit requirement for individual family’s use of private property.

A change is in the works and may be before the board of supervisors before the end of the year. The ordinance will remain intact in regards to Trespassing (28.0403) (PC 602.2), disturbing the peace and quiet (28.0406) (PC415) and creating a nuisances by excessive noise (28.0405) (PC415) (VC28370). Which means that both code enforcement and sheriff department can respond to these violations? The staging permit requirement will be eliminated, group staging will not be allowed on less than 2.5 acres and a maximum of six consecutive days in thirty will be allowed for camping for OHV activities.

Although personal property rights and a invasion of privacy by posting these activities on the internet are sufficient reasons, the fact that only 10 individuals in all of San Bernardino County have taken out 24 permits in over 3 years while concerned groups, sheriff and code enforcement have noted a reduction in OHV violations is better proof that the controversial $155 permit is doing nothing to resolve any problems.

Friends of Giant Rock contend that a balance of Education, Enforcement and Land Management is what works to reduce violations involving off highway vehicles and continues to work to that end. We expect major opposition from a anti OHV group called COW so we could really use your help when the time comes for San Bernardino Co. Supervisors to meet and make the final decision on this change which FOGR has been fighting for the last three years. When we get the final date and time placed on their agenda we will notify everyone we can. The meeting is always on a Tuesday at 9:00 am. Yeh I know. Do what you can and bring some friends with you.

Right now we need a letter campaign to target county supervisors, with encouragement to move forward with the proposed change to drop the staging permit. More info to follow.

The supervisors need to know that you agree and appriciate the recient proposed change that will relieve property owners from criminal status unless a unnecessary permit is obtained. We expect a lot of resistance from the anti ohv special intrest groups. send your letters and thoughts to the supervisors INDIVIDUALLY now.
